Creates a shape for ISO 8601 time of day values (hh:mm:ss).

Fixes the datatype to xsd:time and bounds each field and the optional timezone offset to its legal range, with seconds optionally fractional. The 24:00:00 end-of-day form XSD defines is admitted, carrying no fraction beyond zeroes.
